OpenAI Releases National Community Covenant and Computing Park Policy Blueprint
OpenAI has released the "National Community Covenant" and the "Computing Park Policy Blueprint," referring to AI data centers as "computing parks." The covenant applies to parks that OpenAI will own and operate in the future, promising not to require public officials to sign non-disclosure agreements (NDAs) and providing limited protection only for sensitive information, trade secrets, or proprietary information. OpenAI will bear the full costs of electricity and supporting infrastructure, protect other users' electricity rates, and publicly disclose construction plans as well as impacts related to noise, water usage, electricity consumption, and sustainability. The policy blueprint calls for federal, state, and local governments to legislate against mandatory NDAs for public officials, require the disclosure of environmental impact and employment data, and protect residents from subsidizing the electricity costs of data centers.
