Pakistan Officially Launches Cryptocurrency License Application Portal, Existing Operators Must Apply by September 5
Coin Circle (120btc.CoM): The Pakistan Virtual Assets Regulatory Authority (PVARA) has officially opened the application channel for cryptocurrency licenses, marking a significant transition from legislation to enforcement in the country's digital asset system. According to the officially published "Regulations on the Supervision of Virtual Asset Services," all local and cross-border digital asset operators must fully comply with the standardized licensing procedure, or they will face the risk of being forced to exit the market.
For existing institutions that have been conducting substantial business in Pakistan before March 5, the regulatory authority has set a strict deadline: they must submit a "No Objection Certificate" (NOC) application by September 5. Entities that fail to apply on time and continue to operate will be classified as illegal operators. The official announcement emphasizes that the opening of the licensing window paves the way for enterprises to operate in compliance, with future regulations focusing on strict consumer protection, corporate governance, compliance review, and market stability as fundamental benchmarks.
Comprehensive Business Coverage, Dual-Track Access with NOC and Sandbox
After a public consultation period from June 11 to July 2, the newly implemented regulatory framework achieves comprehensive coverage of digital asset business scenarios, specifically including the following four core business matrices:
- Exchanges and Custody Services
- Brokers/Dealers and Lending Services
- Derivatives and Asset Management
- Token Issuance and Mining-Related Services
In terms of the access mechanism, the regulatory authority has designed a dual-track application pathway. The first is for institutions to obtain an NOC before establishing a local entity; the second is to enter the PVARA-regulated sandbox environment for product testing, after which they can apply for a formal operating license. Additionally, the new regulations strictly require licensed institutions to physically separate customer assets from their own funds, prohibiting the misappropriation or collateralization of related assets without written authorization from customers. The entire framework also sets very high audit thresholds in terms of cybersecurity, business resilience, and anti-money laundering (AML) and counter-terrorism financing (CFT).
Leading Institutions Compete for Compliance Advantages
Looking back, Pakistan's cryptocurrency industry has undergone a profound policy shift. From the 2022 central bank's recommendation to completely ban and the investigation bureau's disruption of related networks, to the passage of the "Virtual Assets Act" by Congress in March this year establishing PVARA's statutory regulatory status, the country has completely shed the "high-risk market" label and is now embracing compliant capital and institutional entry. Subsequently, the State Bank of Pakistan also granted licensed digital asset institutions the authority to open bank accounts, covering independent customer fund accounts, thereby solidifying the institutional foundation for compliant clearing and fund allocation.
According to previous disclosures by PVARA, leading platforms Binance and HTX have obtained preliminary NOC exemptions for establishing local subsidiaries by December 2025. This pre-approval mechanism allows leading exchanges to deploy their entity structures in advance, enabling seamless integration into the formal licensing issuance process once the new regulations are implemented.
