UNDP and Blockchain for Good Launch Cybersecurity Programme for Public Services
UNDP and the Blockchain for Good Alliance announced a two-year cybersecurity programme on October 19. The initiative addresses blockchain adoption in public institutions, focusing on the ability of personnel to prevent failures, respond effectively, and restore access. Public payment systems rely on both human processes and software, as a compromised workflow can still lead to valid blockchain transactions. The programme includes training and advisory support for public institutions regarding digital payments and data protection. A hypothetical public grant system illustrates that while a blockchain can accurately record transactions, an attacker could alter beneficiary details before approval, highlighting the need for secure workflows. NIST's Cybersecurity Framework emphasizes that security is an organizational responsibility, not just a technology issue. Recovery processes must also cater to users, as legitimate recipients may be unable to access funds despite the blockchain functioning correctly. The programme aims to enhance operational readiness through realistic incident exercises, clarifying roles in payment approvals and beneficiary confirmations. The effectiveness of the training will be assessed through completed exercises and improved recovery services, providing a practical measure of capacity-building in digital payments.
