Budget 2027: Where do the crypto amendments stand in the assembly?
Three days of sessions, zero crypto votes. << Stagnation is underway and nothing can stop it >>: the phrase attributed to Edgar Faure aptly describes the budget week for crypto holders. Because the deputies have yet to vote on any of the crypto amendments that target your capital gains or your wallets.
However, their authors have indeed reintroduced the five measures adopted in committee, as we mentioned in our report on the finance committee. Others are being added, one of which lowers the reporting threshold for wallets to 5,000 euros. So here’s where the budget 2027 stands on the crypto side this Friday morning.
Key points of this article:
- After three days of examination, the Assembly has not decided on any tax measures regarding cryptos.
- The bulk of the crypto texts is waiting just behind Article 4, which deputies had not yet reached by dawn on Friday.
- A communist deputy wants to require the declaration to the tax authorities of any personal wallet exceeding 5,000 euros.
- The debates on taxes will end on October 19, followed by the solemn vote the next day.
The budget 2027 is progressing slowly in the assembly
The text almost stalled on Tuesday evening, even before it began. The deputies rejected the motion to reject from the socialists by 236 votes to 149, as the National Rally voted against it. If successful, the budget would have gone to the Senate without examination by the Assembly.
Since then, the deputies have been working on the government's draft, not the committee's. They first validated on Wednesday evening the withdrawal of 30.9 billion euros for the benefit of the European Union, by 111 votes to 93. Then on Thursday, they removed the cap on the 10% deduction on pensions by 116 votes to 30. The government was expecting 1.4 billion euros from this.
But the pace remains slow. On Thursday afternoon, the assembly was still debating the amendments placed after Article 3, concerning the tax credit for personal services. The deputies have 3,912 amendments to sort through on this single revenue part.
The crypto amendments arrive just after Article 4
For your cryptos, everything is at stake here. On the Assembly's website, most of the crypto texts are marked << after Article 4 >>. The deputies will therefore call them as soon as they finish with this article. This one concerns monetary gifts to children and grandchildren. However, by Friday morning, they had not yet examined any amendments from Article 4.
To keep track, here is the updated table since the committee, with the new session numbers and the position of each text. The crypto amendments of the budget 2027 reintroduced for the assembly, in their order of passage. Source: National Assembly, report of October 16, 2026.
In this first batch, there is first the tax on stablecoins by Nicolas Sansu (GDR, amendment I-3898), taken up by socialist Mickaël Bouloux (I-3680). It would make the exchange of one bitcoin for an USDC or EURC taxable starting in 2027. The calculation of the purchase price would also change, crypto by crypto. Conversely, the independent Daniel Grenon defends with I-3738 the tax neutrality of these exchanges, enshrined in law.
The same slot then accommodates the carryover of losses over ten years, reintroduced by Gabriel Attal (I-3653) after its adoption in committee. And it is the only one of the five measures that alleviates your tax burden.
The reliefs pass in the same batch
The relief camp is also trying its luck in the same place. The Republican Right wants to raise the threshold for annual exempt transfers from 305 to 1,000 euros (I-1810), while Daniel Grenon pushes it to 5,000 euros (I-1895). Virginie Duby-Muller adds three texts: calculation of capital gains, crypto loans, and contributions of crypto to a company (I-1808, I-1811, and I-1812). Gabriel Attal also revisits the governance token regime for developers (I-3670). In committee, this text signed by Paul Midy had ended up being inadmissible. And Eva Sas's wealth tax, which includes crypto in the base, is also back (I-47).
Exit tax and wallets come later in the text
Other measures will wait. The crypto exit tax beyond 800,000 euros comes after Article 5. It exists in two versions, signed by Nicolas Sansu (I-3904) and the socialist group (I-3432). Next, the exemption for crypto payments up to 1,000 euros per year, defended by Gabriel Attal, is attached to Article 28 (I-3664). Finally, the 50,000 euro fine for platforms that do not respond to the tax authorities targets Article 30 (I-3723).
Wallets close the march, after Article 32. Charles de Courson (LIOT) reintroduces his declaration of self-hosted wallets starting from 100,000 euros (I-2701). But Nicolas Sansu goes much further. His amendment I-3922 requires declaring the value of any self-hosted wallet every year starting from 5,000 euros, with a fallback to 50,000 euros (I-3923).
With this threshold, a Ledger containing 6,000 euros of bitcoins would fall under the jurisdiction of Bercy. Nicolas Sansu's two crypto amendments are still "in processing," meaning their admissibility remains open. Placed this far back, they should not come before the last sessions, as the examination of revenues must conclude on Monday, October 19.
The Assembly meets three times this Friday, at 9 AM, 3 PM, and 9:30 PM. Therefore, the crypto amendments must pass before the solemn vote on the revenue part, on Tuesday, October 20. Last year, the deputies had actually rejected it by 404 votes to 1, wiping out all their amendments in one go. To find out which of the five measures would affect you, our article "stablecoins, exit tax, wallets: are you concerned?" sorts it out.
