Ripple XRP Escrow Controversy Includes Conditional Clause in ETF Filing
The supply controversy surrounding Ripple (XRP) escrow amounts has coincided with U.S. ETF filings and regulatory timelines. The Cryptex Digital Market Cap ETF registration documents included a conditional clause stating that Ripple could use escrow amounts for on-chain liquidity support. The document describes Ripple's monthly escrow releases as a key supply variable, stating that up to 1 billion XRP is released each month, with 60-80% being put back into escrow. The crux of the controversy lies not in changes to supply policy but in the explanation of conditional risks. The document noted that if regulatory clarity is achieved, Ripple could release additional XRP. This is a risk explanation within the ETF registration documents, not a separate announcement from Ripple, and does not imply any actual change in circulating supply. According to the July 24 document, Ripple accounted for 9.10% of the index as of June 2026, but subsequent indices on August 24 showed figures of 4.36% and 4.88%. Ripple explained that it placed 55 billion XRP into escrow in 2017, with a maximum of 1 billion XRP being released each month. Escrow is a mechanism that locks assets until specified conditions are met, and the interpretation that Ripple can arbitrarily withdraw amounts is inaccurate. The Senate schedule has not yet reached a confirmed passage stage, and the process for passing the Clarity Act is set to begin on September 15. Community reactions are mixed; some interpret the fund's proportion as a signal for Ripple's inclusion, while others have drawn lines regarding the possibility of early withdrawals. Ripple's escrow management and regulatory timelines are also matters of interest in the domestic market.
